XETIC is complaining purely about the war the alliance system is going. Here is the reasoning.
1* An unofficial alliance on paper has ALL the benefits of an ingame alliance without the cost and with the ability to avoid empire piracy. LACK OF REASONING FOR INGAME ALLIANCE.
2* Pirates that traditional pick on prey in 0.0-0.4 space are now abusing the flawed CONCORD war system and declaring war legally on large industrial bodies to get making targets for a few million ISK. Its obvious there is something wrong when pirates are declaring war in empire to get loot instead of picking of victims in the low sec regions. THE INGAME WAR SYSTEM IS FLAWED.
3* Finally, CCP forces 0.0 alliance into empire space because 0.0 station lack essential services. Some of the ingame alliance are recognised as soveriegn and should be pretty self sufficient. Yet, most 0.0 alliance, especially the ones without NPC stations, must come back to empire to do their R/D, agents and sales.
All the points are interconnected in a dependent cycle. XETIC has to come to empire because 0.0 lacks content (point 3). In empire, the alliance is unfairly pirated because the war system is currently used to access at 1000s of industrials at low cost without taking security hits (point 2). Finally, XETIC questions the point of an being in an official alliance since some of these points can be avoided (especially point 2) if it resorted back to an informal alliance.
What really upset a lot of people was the new patch notes where the ONLY changes were capped war declaration against alliances at 30 mil per week. This and other answers from CCP, made it clear to many people, that things were only getting worse for the ingame alliance system. The declaration cost is high now but its still not a good solution. Individuals make 50 mil a day easily. A corp of pirates can easily make 50 mil of piracy on a large alliance.
Empire space is control by CONCORD. CONCORD does not support piracy in its space and thus in my opinion, wars should be mutually agreed to in empire. NOT in 0.0 but in empire.
I've read through most of the posts in this thread and I must say, Primer should have been the one to open this topic. This is the only post so far that does not make Xetic look like they can't handle the heat in the kitchen (and you know what they say about that). I mean seriously, the first post reads, "We want 0.0 to be as easy as empire." Maybe I'm just a hard-a$$, but good grief.
Next time Xetic should spend more time working on how they portray themselves to the Eve community. At this point the only thing missing is some cheaze to serve with the whine. Wouldn't it be better for Xetic to squeak their wheels for some grease in a dev thread (preferable a wheel that doesn't sound like it wants the whole tube of lube)?
